The paper “Building up Best Cases of Connectivity in Maritime Transport - Maritime Transport Connectivity Success Factors” prepared within SAGOV project provides a picture on the current state of the Vessel Traffic Monitoring Information System (VTMIS) in Montenegro and Albania.
The VTMIS is an extension of the Vessel Traffic Service (VTS), in the form of an Integrated Maritime Surveillance, which incorporates other telematics resources to allow allied services and other interested agencies in the direct sharing of VTS data or access to certain subsystems in order to increase the effectiveness of port or maritime activity operations as a whole, but that do not relate to the purpose of the VTS itself.
In the first chapter, this paper analyses the VTMIS of territorial waters in Montenegro and compares it with the European Union standards. The second chapter presents lessons learnt from the Montenegro case with regard to the progress made, input and equipment engaged, output and further development actions needed. The third chapter is dedicated to the VTMIS legal and organizational framework development in Albania. The paper is concluded with concrete recommendations related to the legal and institutional framework, Maritime Safety and Marine Environmental Protection and critical factors.
